SPECIAL WEATHER SUMMARY MESSAGE FOR NEWFOUNDLAND AND LABRADOR ISSUED BY ENVIRONMENT CANADA AT 6:14 AM NDT WEDNESDAY 17 AUGUST 2011.

A LOW PRESSURE SYSTEM DEVELOPED NEAR CAPE HATTERAS ON MONDAY AND
SLOWLY MOVED NORTHEASTWARD ACROSS THE GULF OF ST. LAWRENCE TUESDAY
EVENING TO LIE OVER THE BELLE ISLE BANK THIS MORNING. THIS SYSTEM
ENTRAINED A WARM AND HUMID AIR MASS FROM THE SUB TROPICS THAT HAD
HEAVY RAIN SHOWERS EMBEDDED WITHIN IT. HEAVY RAIN SPREAD ACROSS THE
BURIN AND AVALON PENINSULAS ON TUESDAY AFTERNOON THEN QUICKLY EXITED THE REGION LATER THAT EVENING.
