At 800 PM CST...Surface observations show a surface low with an
approximate central pressure of 984 mb (29.06 in Hg) over
north-central Quebec. National Weather Service radar and surface
observations continue to show areas of lake effect snow persisting
downwind of the Great Lakes with the heaviest snow bands off of
Lake Erie and Lake Ontario in western New York. Some gusty winds,
while gradually weakening, continue across the Great Lakes, Ohio
Valley, and the central and northern Appalachians with winds
occasionally gusting over 30 mph.

Moderate to heavy lake effect snow and gusty winds will continue
through today then gradually subside early Monday as the low
pressure system continues to weaken. Storm total snowfall amounts
are forecast to reach as high as 2 to 4 feet, locally 4+ feet,
before the snow tapers off. Well below average temperatures will
continue through this weekend, with temperatures returning to near
seasonal values by midweek.

Discussion.
A major system has been impacting areas across Quebec since
yesterday. Numerous power outages have been reported by Hydro-Québec
and several highways have been closed over Central Quebec and the
North Shore and high winds have caused damages throughout the
province.
Coastal flooding and breaking sea conditions were also reported from
Quebec City to the Gaspé Peninsula. A high water level record was
set at the Old Quebec City station during high tide at 06:00 PM
Friday evening: 7.157 m (previously 7.1 set in 1931).

Discussion.
Sunday, snow squalls and blowing snow gave many motorists headaches
across Southern and Central Quebec. Reduced to zero visibilities
caused some run-off-road accidents.
Some localities also received significant snowfall accumulations
under bands of heavy snowfalls. Thus, some areas of Saint-Jérôme and
Oka have received near 30 centimetres of snow.
Snowsqualls developed over the North Shore and gave near-zero
visibilities, especially at the Baie-Comeau airport.

The major system that affected the entire province of Quebec from
December 23 to 25, 2022, generated significant overwash and breaking
sea conditions.
Below is a summary of observations and damage reports received by
Environment Canada.

Quebec City Area
7.15 metres measured at the Old Quebec City station:
- record set at 6 PM
- Dalhousie Street flooded from about 4:45 PM to 7:30 PM, waves and
ice, water at fire fighters' waist level, two people rescued
- overwash in the Quebec City commercial harbour
- overwash in the Limoilou and Montmorency areas
- overwash on the western tip of the Isle of Orleans
- streets flooded in the De la Station Street area in Château-Richer
- Horatio-Walker Drive in Sainte-Pétronille submerged
- overwash in the area near the ferry wharf and along St-Laurent
Street in Lévis
- about 30 centimetres of water and debris in Old Saint-Romuald with
kayakists
- in Saint-Michel-de-Bellechasse, 30 centimetres of water in
Anse-Mercier and Des Remparts Streets with ice on properties and
some erosion

Saguenay
5.7 metres measured in Baie-Sainte-Catherine, 6.18 metres in
Chicoutimi and 6.5 metres in Port-Alfred:
- Saguenay Boulevard East closed between Salaberry Street and Racine
Street East due to water
- water rose onto several properties in parts of Saint-Fulgence and
the Rang Saint-Martin area in Saguenay
- in the Chicoutimi port area, the water almost reached the walkway
right near the hangar
- breaking seas and small debris at the Baie-Sainte-Catherine wharf
and on the 138 near the wharf
- breaking seas at the Tadoussac wharf
Les Escoumins - Forestville

- at the Godbout ferry terminal, huge amount of rock from the riprap
(with big rocks at least 1 metre in diametre) on the ground around
the wharf and ferry terminal, embarkation gangway moved, windows
broken most likely by the rocks tossed by the waves

onto private properties and leading to the closure of Highway 132
- same thing on Pointe-Leggatt Road in Grand-Métis
- in Sainte-Luce, many logs and seaweed pushed onto the
Anse-aux-Coques boardwalk and onto private properties
- splashing in Pointe-au-Père
Matane
- in Matane-sur-Mer, several logs found on the shore

2.5 metres measured in Rivière-au-Renard:
- breaking seas on the 132 in La Martre with blocks of ice on the
road and damaged guard rail

- significant breaking seas on the Rivière-au-Renard wharf
- breaking seas and flooded buildings in L'Anse-au-Griffon

- in Carleton-sur-Mer, heavy waves tossed crabs, lobsters, urchins
and scallops onto the beach

Discussion.
An Arctic air mass continues to bring extremely cold temperatures to
Alberta. Many daily minimum temperature records were broken on
December 20 and December 21. On December 20, most of these records
were broken during the morning hours, however, a few of these
records were broken late in the evening.
