REMNANTS OF TROPICAL STORM ANDREA WILL BRING HEAVY RAIN AND
MODERATE WINDS TO ATLANTIC CANADA THIS WEEKEND.

1. SUMMARY OF BASIC INFORMATION AT 9.00 PM ADT.

LOCATION: NEAR 37.1 NORTH 77.0 WEST.
ABOUT 245 KILOMETRES NORTH-NORTHWEST OF CAPE HATTERAS, NORTH
CAROLINA.
MAXIMUM SUSTAINED WINDS: 75 KM/H.
PRESENT MOVEMENT: NORTHEAST NEAR 45 KM/H.
MINIMUM CENTRAL PRESSURE: 997 MB.

2. PUBLIC WEATHER IMPACTS AND WARNINGS SUMMARY.

POST-TROPICAL STORM ANDREA IS EXPECTED TO MOVE ALONG THE EASTERN
SEABOARD TONIGHT ALONG A DEVELOPING WARM FRONTAL FEATURE THAT WILL
EXTEND AHEAD OF THE REMNANT LOW PRESSURE CENTER. THE HEAVY RAIN
ASSOCIATED WITH THE SYSTEM WILL BE SPREADING INTO WESTERN NOVA
SCOTIA TONIGHT. THIS HEAVIER RAIN WILL THEN SPREAD ACROSS THE REST
OF NOVA SCOTIA, SOUTHERN NEW BRUNSWICK AND PRINCE EDWARD ISLAND
SATURDAY. THE SOUTH COAST OF NEWFOUNDLAND WILL LIKELY RECEIVE HEAVY
RAIN OVERNIGHT SATURDAY INTO SUNDAY MORNING. THE CENTRE OF THE
REMNANT LOW IS EXPECTED TO TRACK ACROSS NOVA SCOTIA LATER SATURDAY
AFTERNOON AND THEN JUST SOUTH OF NEWFOUNDLAND EARLY SUNDAY.

A. WIND.

A LES SUETES WIND WARNING IS IN EFFECT FOR THE WESTERN SIDE OF THE
CAPE BRETON HIGHLANDS FOR SOUTHEASTERLY WINDS GUSTING UP TO 100 KM/H
BEGINNING SATURDAY AFTERNOON. ELSEWHERE IT IS UNLIKELY THAT WINDS
WILL REACH WARNING CRITERIA (GUSTS OF 90 KM/H). HOWEVER MOST OF THE
REGION WILL EXPERIENCE MODERATELY WINDY CONDITIONS. THE STRONGEST
WINDS WILL LIKELY BE SOUTH OF THE TRACK OF THE CENTER OF THE REMNANT
LOW ON SATURDAY - WHICH COULD GIVE GUSTS UP TO 70 KM/H TO EXPOSED
AREAS OF NOVA SCOTIA ESPECIALLY ALONG THE ATLANTIC COAST.
GUSTY EASTERLY WINDS WILL DEVELOP OVER PRINCE EDWARD ISLAND, CAPE
BRETON AND SOUTHERN NEWFOUNDLAND SATURDAY INTO SUNDAY. GUSTS UP TO
80 KM/H ARE POSSIBLE ALONG THE SOUTHERN COASTALL AREAS OF
NEWFOUNDLAND ESPECIALLY IN THE WRECKHOUSE AREA.

B. RAINFALL.

THE PRIMARY IMPACT FROM THIS SYSTEM WILL BE RAINFALL. EXPECT PERIODS
OF RAIN WITH EMBEDDED HEAVY DOWNPOURS WITH THUNDERSHOWERS OVER PARTS
OF THE MARITIME PROVINCES OVERNIGHT AND SATURDAY, AND OVER SOUTHERN
NEWFOUNDLAND SATURDAY NIGHT AND SUNDAY. RAINFALL WARNINGS HAVE BEEN
ISSUED FOR SOUTHERNMOST REGIONS OF NEW BRUNSWICK, EASTERN PRINCE
EDWARD ISLAND AND ALL OF NOVA SCOTIA. GENERAL RAINFALL AMOUNTS OF 40
TO 60 MILLIMETRES ARE EXPECTED THROUGHOUT THE SOUTHERN MARITIMES
HOWEVER LOCALLY HIGHER AMOUNTS ARE LIKELY.

C. SURGE/WAVES.

NO SIGNIFICANT SURGE ISSUES ARE EXPECTED AT THIS TIME. BASED ON
LATEST TRACK MODERATE WAVE CONDITIONS OF 3 TO 4 METRES COULD AFFECT
THE ATLANTIC COAST OF NOVA SCOTIA LATE IN THE DAY SATURDAY.

3. MARINE WEATHER IMPACTS AND WARNINGS SUMMARY.
GALE WARNINGS ARE IN EFFECT FOR ALL MARINE WATERS SOUTH OF NOVA
SCOTIA FOR SATURDAY WHERE GALE FORCE SOUTHWESTERLIES UP TO 40 KNOTS
CAN BE EXPECTED. EASTERLY GALES ARE ALSO EXPECTED OVER THE GULF OF
ST LAWRENCE AND CABOT STRAIT AS THE SYSTEM APPROACHES.
SIGNIFICANT WAVE HEIGHTS OF 4 TO 5 METRES WILL ALSO DEVELOP OVER

SURFACE OBSERVATIONS AND DOPPLER RADAR DATA INDICATE THAT ANDREA IS
NO LONGER TROPICAL. DEEP CONVECTION OVER NORTH CAROLINA
APPEARS TO BE ASSOCIATED MORE WITH A FRONTAL ZONE THAN THE
CYCLONE ITSELF...AND THE LOW-LEVEL CENTER HAS BEGUN TO LOSE
DEFINITION. HOWEVER...EVEN THOUGH THE CYCLONE IS BEING DECLARED
POST-TROPICAL...ADVISORIES FROM NHC WILL CONTINUE UNTIL THE SYSTEM
NO LONGER POSES A SIGNIFICANT THREAT TO THE U.S. EAST COAST.

THE INITIAL INTENSITY REMAINS 40 KT...WHICH IS SUPPORTED BY A
PARTIAL ASCAT PASS FROM 1448 UTC. TROPICAL STORM CONDITIONS ARE
PRIMARILY CONFINED TO THE ATLANTIC WATERS AND COASTAL AREAS OF
NORTH CAROLINA AND EXTREME SOUTHEASTERN VIRGINIA. THE INTENSITY
GUIDANCE CONTINUES TO SHOW ANDREA CHANGING LITTLE IN STRENGTH AS IT
MOVES UP THE U.S. EAST COAST...AND THE OFFICIAL INTENSITY FORECAST
IS UNCHANGED FROM THE PREVIOUS ONE. GLOBAL MODEL GUIDANCE IS
SHOWING ANDREA BEING STRETCHED OVER THE NORTH ATLANTIC IN 24-48
HOURS...WITH A SECOND LOW PRESSURE SYSTEM BECOMING THE MORE
DOMINANT SYSTEM AND ABSORBING ANDREA BY 72 HOURS EAST OF
NEWFOUNDLAND.

THE INITIAL MOTION IS 040/24 KT. ANDREA WILL CONTINUE TO ACCELERATE
NORTHEASTWARD DURING THE NEXT 24 HOURS WHILE IT BECOMES INCREASINGLY
EMBEDDED IN STRONG MID-LATITUDE FLOW. THE SPREAD AMONG THE TRACK
GUIDANCE REMAINS RELATIVELY SMALL...AND THE UPDATED NHC TRACK
FORECAST IS VERY SIMILAR TO THE PREVIOUS ONE.

IT SHOULD BE STRESSED THAT EVEN THOUGH ANDREA HAS BECOME

Tropical storm Andrea, currently located over North Carolina, will become post-tropical tonight and approach the Maritimes this weekend. This system is expected to bring significant rainfall to Prince Edward Island beginning early Saturday morning and continuing throughout most of the day. Rain will be heavy at times and general rainfall amounts of up to 50 millimetres are expected however it is certainly possible that some areas could receive locally higher amounts.

The rain will be accompanied by strong winds on Saturday especially for regions along the Atlantic coast and in Inverness County where Les Suetes winds gusting up to 100 km/hour will develop Saturday afternoon. The Les Suetes winds will end early Saturday evening.

Rain will be heavy at times and general rainfall amounts of 40 to 60 millimetres are expected however it is certainly possible that some areas could receive locally higher amounts.

The rain will be accompanied by strong winds on Saturday especially for regions along the Atlantic coast and in Inverness County where Les Suetes winds gusting up to 100 km/hour will develop Saturday afternoon. The Les Suetes winds will end early Saturday evening.

Up to 50 millimetres can be expected over southwestern and southcentral New Brunswick. Rain is expected to begin overnight tonight and taper to showers Saturday afternoon. Winds gusts of up to 70 km/h can also be expected with this storm. The remainder of New Brunswick will also receive a significant amount of rain but currently not expected to reach rainfall warning criteria.

ANDREA CONTINUES TO LOSE TROPICAL CHARACTERISTICS...BUT IT IS NOT
YET FRONTAL AND SOME CONVECTION IS STILL FORMING NEAR THE CENTER.
THE INITIAL INTENSITY IS BEING HELD AT 40 KT...WHICH IS SUPPORTED
BY A RECENT SUSTAINED WIND OF 40 KT AT THE OCEAN CREST PIER ON OAK
ISLAND NORTH CAROLINA.  THE OFFICIAL INTENSITY FORECAST IS LARGELY
UNCHANGED FROM THE PREVIOUS ADVISORY...AND IT IS STILL ASSUMED THAT
ANDREA WILL BECOME POST-TROPICAL IN ABOUT 12 HOURS.  THE GLOBAL
MODEL GUIDANCE SUGGESTS THAT A SECOND AREA OF LOW PRESSURE WILL
FORM AND BECOME THE DOMINANT SYSTEM NEAR NEWFOUNDLAND...AND ANDREA
SHOULD BE ABSORBED BY THIS LOW IN ABOUT 72 HOURS.

ACCELERATION CONTINUES...AND ANDREA HAS AN INITIAL MOTION OF 035/24
KT.  THERE IS NOT MUCH SPREAD AMONG THE TRACK GUIDANCE...HOWEVER
THE ENTIRE GUIDANCE ENVELOPE HAS SHIFTED A LITTLE BIT TO THE WEST

1. Summary of basic information at 9.00 AM ADT.

Location: near 33.3 north 79.8 west.

About 50 kilometres north of Charleston, South Carolina.

Maximum sustained winds: 75 km/h.

Present movement: northeast near 44 km/h.

Minimum central pressure: 996 MB.

2. Public weather impacts and warnings summary.

Andrea will become post-tropical during the next few hours and is 
then expected to move along the Eastern Seaboard tonight along a 
developing warm frontal feature that will extend ahead of the remnant 
low pressure center.  Although bands of showers are already detected 
over the Maritimes the rain associated with the system will be moving 
into Southwestern Nova Scotia this evening.  This will become heavy 
at times overnight and into Saturday as it pushes northeastward 
across the rest of the Maritimes.  The centre of the remnant low is 
expected to track somewhere near Southwestern Nova Scotia or Southern
New Brunswick later Saturday afternoon and then south of Newfoundland 
early Sunday.

Rain will likely reach Southwestern Newfoundland by early Saturday 
evening and become heaviest overnight into Sunday.

A. Wind.

A Les Suetes wind warning is in effect for the Lee of the Cape Breton 
Highlands for southeasterly winds gusting up to 100 km/h beginning 
later on Saturday.  Elsewhere it is unlikely that winds will reach 
warning criteria (gusts of 90 km/h).  However most of the region will 
experience some moderately windy conditions on Saturday and/or 
Sunday.  The strongest winds will likely be south of the track of the 
center of the remnant low on Saturday - which could give gusts up to 
70 km/h to exposed areas of Nova Scotia especially along the
Atlantic coast.  Gusty northeast winds could develop over parts of 
Prince Edward Island, Cape Breton and Southern Newfoundland Saturday 
night or Sunday in the wake of this system.

B. Rainfall.

The primary impact from this system will likely be rainfall.
Expect periods of rain with embedded heavy downpours or 
thundershowers over parts of the maritime provinces overnight tonight 
and Saturday, and over Southern Newfoundland Saturday night and 
Sunday.  At this time rainfall warnings (greater than 50 millimetres 
in 24 hours) have not been issued for the Maritimes - however general 
amounts of 25 to 45 millimetres are currently forecast for parts of 
the Maritimes and it is certainly possible these areas could receive 
locally higher amounts.  Rainfall warnings could be issued for some 
areas later today once the consensus of the guidance becomes more 
clear.

C. Surge/waves.

No significant surge issues are expected at this time.  Based on
